This is a epic work of art, it is truly beautiful. I cannot draw anything for my life, but, just looking at others creations is enough to satisfy my hunger for such beautiful works, such as this "Storms Dragon".
Now, I feel like a total weirdo asking this, but I own a group on the game StarCraft 2, group, not clan, and since I have tried, and failed to draw myself a logo for the group. I was wondering if I could use this as the groups logo, it is not for commercial use, just a groups little logo that's shows up on it during a search of groups. Of course, feel free to say no, as it IS your work, not mine, so you have the right to say no to this, which I will accept a "no" without argue.

Well... There's one thing essential to have when you envisage to draw scales : patience.
First : You have to organize and structure the space to cover with scales.
Second : Draw the lines of the scales (you can skip this step)
Third : Paint the scales one by one on a little area. You can use a duplicator tool to go faster.
There's many others technics I use too. Using textures of reptile/fish scales is faster than paint them. You can paint an area with a solid color and paint the scales more lighter or darker over.
And those scales look great!
